WHO Calls for Heat Risk Planning at Mass Gatherings
The evidence-based guidance treats extreme heat as an operational and public-health risk.
WHO has issued new guidance for preventing and managing heat-related illness at mass gatherings. A review of studies published between 1980 and 2025 documented almost half a million medical encounters, including more than 22,000 illnesses associated with heat.
The organization recommends a whole-of-event strategy covering venue design, water and sanitation, cooling infrastructure, scheduling, crowd flow, workforce protection, communication, real-time surveillance and medical care. WHO reported that properly organized on-site systems can manage more than 90 percent of patients at venues, although local plans must reflect the event and climate.
