South Korea has fined Google and Apple over rules for payments in apps. A government commission made the decision on October 28. The fines add up to about 63.7 billion won.

The commission said the companies made it hard for app makers to use other payment systems. It told them to allow links to outside payment websites. Apple said it disagreed with the decision.
